When the arbiters of Justicar first appeared to impose their Law on the cities of Thera, it was as if a swift dawn had risen to pierce the darkness of a centuries-long night of chaos. Change so sudden and so dramatic is never universally accepted, and this was no exception: there were powers who much preferred the long disorder, and they quickly stood to oppose the lawmen's grand purpose. Though opposition was strong, however, support for the law also grew quickly and powerfully. Legions of innocents, victims of the strong and cruel in the absence of Law, gave thanks for the protection now available to them. From these legions, heroes began to arise that would pledge their lives and their service to the arbiters of Justicar, asking nothing in return but that the Law remain strong. The first Magistrate of Daltigoth saw an opportunity to unite such heroes under a common banner, that their strength and their ideals might be combined to greater effect. To this end, he formed the clan known as the Citizen's Brigade. The call was sent forth, and as expected, many flocked to support the cause. A mighty force was molded from they who heeded this calling. Over time, the arbiters grew to lean on the members of the brigade, even to the point of training them to follow in their footsteps as the defenders of Law. Presently, nearly all of those who wish to serve as an arbiter seek a spot in the Brigade, and the ranks continue to swell accordingly. | ||||
