The Laws of the Justicars apply throughout all the lands they have sworn to protect. Any violation of these laws within these cities or the city limits will result in swift punishment. The cities currently under the protection of the Justicars are: The city of Ofcol Please note, a city is defined as the general "area" of the city, and the city limits are defined as being the extent by which one can still hear yells and see people from the middle of each town. These laws are crafted by divine hand and their will enforced by mortal hands: Murder or acts of violent aggression which could lead to murder are against the laws in all areas protected by the Justicars as defined above. Such aggressive acts include direct attacks or attacks against a citizens' charmed followers. Criminals ARE protected under this law provided they are not considered LAWLESS. (See the section on LAWLESSNESS.) Stealing or the attempt thereof, and the taking of items from the corpses of the deceased other than ones own corpse, are against the laws of the Justicars. The only time this does not apply is when the victim is a criminal, and only if it is an Justicar who confiscates the items. Directly assisting a criminal who is in combat with a Justicar is a crime. This applies only when the Justicar and the criminal are currently doing battle. This law applies throughout the realms and not merely in the protected cities. This law does not apply if the aid occurs inside the criminal's house and the aid comes from a member of that same house. Directly assaulting
the Justicars through attacks on their house or holding possession of
the Book of Law is a crime. It is only legal for one who is not a member
of the Justicars to enter the Justicar Stronghold when a Justicar has
granted permission for such or if raiding for one's house item. Taking
the book of Law during such a raid or possessing the book is still a
crime. Only a single warning is given for returning the Book of Law.
If the book is not returned to a Justicar after the warning has been
issued, the offender will be charged with a Bearing false witness to a crime, and having such proven, will not result in death, but a black mark being placed upon the liars name in the form of a record. No testimony is ever accepted from those with past records, nor from those of a house that is officially at war with the Justicars. Justicars are to use their discretion when accepting testimony from those even with clean records, as it is not the desire of the law to see any falsely accused. Casting spells
that have the ability to cause detrimental effects to a citizen (i.e.
a weakening of ones natural dexterity or strength or other similar attributes),
even those spells that do not immediately illicit a violent response
is a crime. In most cases the spells included under this law are simple
to ascertain and are therefore, not listed specifically. Two spells
that warrant special mention under this law are the spells referred
to in most magical tomes as "Ancient Plague" and "Faerie
Fog". Ancient Plague is always a crime when cast in a the confines
of a protected area as it can cause an outbreak to occur LAWLESSNESS: Those who exhibit a repeated and flagrant disdain for the law shall be marked as LAWLESS, and will forfeit their right to protection from the Justicars. They may be attacked or stolen from with no legal repercussions. Such is the penalty for acting against the law.
